Russia: first in wheat exports, 14 million garden plots

First in the world in wheat exports, 14 million garden plots and ag drones in the 18 regions of the experimental legal regime. Where technology pays off, and where the law, sanctions or the climate get in the way.

Numbers

  • Grain: 141.2 million t in 2025, including 91.1 million t of wheat (Rosstat).
  • Wheat exports: first in the world; 48 million t in the 2025/26 season by USDA’s estimate.
  • Greenhouses: 3,460 ha of winter greenhouses, 1.66 million t of vegetables, an average of 47.6 kg/m² (2025); the leaders get about 140 kg/m².
  • Greenhouse profitability: 2% in 2025 versus 14% in 2024: the sector needs savings, not new hectares.
  • Gardens: 14.3 million garden plots (2026); households grow ≈58% of the country’s potatoes and ≈47% of its vegetables (2025).
  • Seeds: 67.6% domestic, against a target of 75% by 2030; for sugar beet, 24%; greenhouse vegetable seeds are up to ≈90% imported.
  • Ag drones: ≈600,000 ha treated in 2025; the target is ≈2 million ha a year by 2028.
  • Machinery: the fleet is renewed at ≈3.5% a year against a norm of ≈10%; the average tractor is ≈9.5 years old; sales of Russian farm machinery in 2025: down 21% in rubles.

What matters in Russia

Our assessment as of 30.10.2026: where AbsoFarm is most useful.

Gardens: the guide, irrigation, greenhouses, your own varietiesHigh14 million plots, and households grow half the country’s vegetables.
Autosteer for older machineryHighThe fleet is aging, new machinery is expensive, and Russian kits exist.
Drones by the rules: registration, ERA-GLONASS, pilotsHigh1,205 drones are connected to ERA-GLONASS (09.2026), and since October no flight plan is accepted without it.
Ag drones as a serviceMediumIn the 18 regions of the regime, yes, until 2029; Kuban and the border areas are difficult.
Greenhouse savings: climate, light, waterMediumWith 2% profitability, what pays off is whatever cuts costs.
Seeds and varieties from the State RegisterMediumDomestic seeds of beet and greenhouse vegetables are scarce; sales only under Federal Law 454-FZ.
A farm near SochiMediumTea, orchards, honey and a future Absolute center nearby; limits from the national park and farmland rules.
Western machinery and DJILowSanctions and brands pulling out: only Russian and legally imported machinery.

The rules of the game

What AbsoFarm doesn’t do

  • Doesn’t sell gardeners’ seeds like a marketplace: under Federal Law 454-FZ, any sale counts as commercial distribution, with all the requirements that come with it.
  • Doesn’t promise flights without permits: registration, remote identification and a flight plan, always.
  • Doesn’t spray pesticides from a drone closer than 700 m to housing, water, farms or vegetable fields.
  • Doesn’t supply “official DJI” or any machinery that bypasses sanctions.
  • Doesn’t promise housing or glamping on farmland beyond what the law allows.
  • Doesn’t call produce organic without a certificate and an entry in the register (Federal Law 280-FZ).
  • Doesn’t promise grants: they are awarded by competition, and the amounts follow the region’s current regulations.

Where the opportunities are

  • Ag drone services in the 18 regions of the experimental legal regime, which has been extended to 2029.
  • Getting drones ready for the rules: registration, ERA-GLONASS, flight plans, pilot training.
  • Russian ag drones certified by Rosaviatsia on subsidized leasing; under the 2025 terms, a discount of up to 40% of the price, but no more than ₽2 million.
  • Autosteer and parallel guidance for machinery 10 years old or more.
  • Local variety swaps and a catalog of varieties from the State Register of plant varieties for gardeners.
  • Tea tours and classes with Sochi’s tea farms: 326 ha in use out of 1,203 suitable.
